Rammus Question - AP?

I'm a tower guy. I'll go all in against 5 if I think I can eliminate a tower. I'll watch you die if I can take a tower. So (sadly) I'm moving away from Maokai as my jungle tank into Rammus.

Question: What mastery/runes or items are you taking to build him tank, but squeeze out max effectiveness from his Ultimate?
