I don't think there's ever been a worse re-do of splash art. Groovy Zilean went from obviously groovy to what appears to be a mad professor on crank. Please revert to the old splash art. And make your sure artists know what words mean when they are assigned projects.
Agreed, I'm also annoyed by the fact there was no option to return the skin and get a refund when it was replaced. I honestly think just about any other Zilean skin is preferable to this one at the moment, and would love to use the rp differently. If content that I paid for is changed, there should be an option to either maintain the old one or give it back. The Eve splash art rework is a good example (having the previous splash art as an available skin to users who owned her). anyways, I miss the old groovy skin. v.v
Cottontail Teemo splash was worse, basically on Lollipoppy levels of horrifying. Thankfully Riot fixed that already though! ^_^
For now , they can´t . It was part of a process that was to unify all the splash arts , since some champions have other splash arts over in china .
His current splash looks like one of those old Troll dolls except evil. Which is decidedly not groovy.

It's a chinese splash afaik, not like it's Riot artists.
They will eventually have new art for everyone as they are trying to get the same quality overall, so there's no point in "changing it back". Plus they changed it for now to keep it globally unified as the same splash everywhere (and that's the one they chose)

the Chinese Groovy Zilean is better, quality wise but I still dislike it
