He really doesn't need it. His attacks don't do as much damage as other marksmen's in early game-play. Sure you might say it's fair but it really isn't. And besides, that makes for another possible threat as a player on your team.

All ADCs have mana, unless you count kennan as an adc. An adc that can spam spells is most annoying, because most of them have strong ranged harass
