(Though I do agree with you on the 6% LS thing. It was on the list of things to clean up/balance in the rune refactor - but ultimately the cost was also pretty high on that front.)
We were told that the rune rework was delayed, but this post's use of 'was' indicates that this has changed. Is the rune rework not happening, or are lifesteal runes not being changed, or am I completely reading that wrong?

in any case, if you're sitting on a pile of ip, thinking about buying runes, and apprehensive about not knowing more about the changes, we'll have details out in february. apologies for not being able to go more in depth than that for now—thanks for your patience thus far.
We only have 3 days left of February. It's my understanding that the rune rework is still slated for 4.3, would just be nice to have some more info so I can decide if it's worth stockpiling IP or not.
I've been stockpiling IP for such a long time in the hopes of the Rune Rework being announced as coming out soon. Someone coming out and telling us the progress would be nice, so I knew how much I had to spend on champions.
Last I heard about it from a Red they were still planning the Rune rework, but it was getting pushed back even further.
The past tense in your quote could also be an indication that they simply decided against that one specific change.
I think the main reason for postpone might also be complaints. Certain summoners have multiple rune pages, each already full. I am one, and though this happened before the announcement, it isn't fair to just remove the IP I spent on them. They might be trying a system that gives IP for each rune you own, and then reworking, but such a system would be a huge programming undertaking. I agree to them releasing more information, but at the same time, understand how it would take so long.
So Patch 4.3 notes up, no mention of Rune Changes or Rune Updates and we only have a day left of February. If RIOT is still planning on saying something this month then they're cutting it close.
So maybe it isn't happening. February is over and still no update.
In before I spend all my IP and they post an update a day later.
