1: They're adding it in S8, I'm guessing to make some sort of addition since they're removing Mastery page tab

2: There is if you use 3rd party elements, But then there's the classic "I dun wanna" when it comes to that

2. Showing you how much money you've wasted is bad business

There is. Go to shop->Skins->Toggle "show owned". Not on computer, but you may need to fiddle the handle some more by putting it on "sale" and/or "champions owned" to weed out everything else.

Bit of a work around. And they should make an easy go-to. But for now it works to see your skins.
