Your post makes no sense.
One: there are only TWO popular cd reduction runes cosmic insight and transcendence. So your first point makes no sense since no one takes them.
Two: Damage is fine if you think it's high while then you don't know what high damage is since damage is about the same as season 6 for most champions.
Three: You should always buff more then nerf that is just good game deign every game does this for a reason. If you just nerf then nothing feels good and everything is weak.
Four: No snowballing champions are not good zed and riven are the only two. Like games are around 30 mins meaning most snowball champions will of fallen off.
