This week I've run into 9 AFK literal sit in fountain, DC mid game rage quit never come back players and I report them every time. I never get back a notification telling me something was done about it. I'm starting to see this behavior more and more.

You never get a notification for leaving/AFK punishments. Period. The system is designed to not give notification of this so that players like yourself are not able to reverse engineer it to determine what behaviors are and are not detectable. If they sent notification for AFK punishment, then people could utilize those notifications to "game the system" and to troll/AFK in a non-detectable manner.

pretty much had 3 silvers in my game run it down mid non stop going in when they shouldn't feeding and refusing to surrender... pretty sure I have the rights to afk
AFK is a different system. LeaverBuster takes care of those, you're only notified of chat infractions/inting.
