no key frag drops

I have had 10+ chests for all of season 8, and i have been doing everything that Riot says makes me more likely to earn a key fragment. I play with friends, i honor people, and i get honored 9 out of 10 games, but im lucky if i manage to get 2 key fragments in a month. Riot says you can earn up to 12 key fragments in a single month. I have seen other people post on the boards that they are having the exact same issues with barely getting any key fragments.
