When you reroll 3 champion shards, regardless of their value, you MUST get a champion you don't own, if possible.
So if you didn't own at least one of the 450 champions, you could have gotten one of those instead.
You know you also could of disenchanted them for Blue Essence cause when preseason hits, IP will be replaced with BE and your current BE in loot will get multiplied by 6.5 for stuff to buy during that time.
The feels. I rerolled with Xayah, Veigar, and Alistar and got Aatrox....
Honer capsules will only ever have champion shards in them. The gimmik is they MAY also contain the refer a friend twitch and WW skins but the chances are microscopical

Yeah I had like 2 out of 51 champions or so costing 3150, rest were 4800 or more and I rerolled into one of those cheap ones. Was a disappointment. Glad they are reworking that so people don't feel obligated to buy all the cheap ones to prevent that kind of thing.
