Too many variables to put a price on it.
On someone like ahri, a point and click stun would be worth far more than on someone like Nautilus who already has enough cc.
On the contrary, I would probably never want to buy a knockback on ahri but it would bring nautilus to insane power levels.
if there was an item with a 60 second cooldown that you just pointed a button at someone and it stunned them for around 2 seconds it would be 3300 gold

Depends primarily on the type of CC. Then it would be further increased based on duration and decreased by conditions. Still, here's my list of highest value CC per second.
Displacement (Knock back, knock up, pull, etc.) Suppression Charm Terrify Stun Sleep Polymorph Snare Nearsight Slow Disarm Silence
The primary factors I used were "How many actions is a champion locked out of?" and "Can it be cleansed?" I then weighed the individual actions based on how much they were locked out.
Silence is often used as an interrupt only, so that's why it takes the bottom of the list. Especially since there's plenty of champions who can still use autos effectively without the use of their abilities.
Disarm is above it mostly because basic attacks are something all champions can use to varying effectiveness and the biggest damage dealers are often reliant on basic attacks.
Slow goes above them even though it's the only CC that doesn't actually lock out an action. The reason is because it actually creates a bigger vulnerability than simply removing attacks or spells. This is also the only CC that would have a variable cost depending on its degree of effect.
Nearsight, while it doesn't inherently lock someone out of acting, still limits the range of targeted skills and ranged attacks, creating a pseudo lock.
Snare and Polymorph were graded based on how much agency an enemy player has while afflicted.
While Sleep is equivalent to Stun, it can be ended prematurely and that is why it's ranked lower.
Charm and Fear take their place above stun because despite all three locking champions out of the same set of actions, both charm and terrify force specific movement of their afflicted targets and that can be exceptionally powerful utility. Charm takes the spot above Fear because pulling an enemy towards your team is inherently more valuable than sending them away.
Displacement and Suppression take the top two spots because both lock champions out of everything. Suppression, however, can be removed via QSS while a displacement cannot be cancelled in any way. So that's why Displacement takes the top spot.
I realize that doesn't put an exact value on anything but that should help give a good baseline for prices.
The way I see it, hard CC is worth about 300 gold.
