Why do we even have a PBE at this point?

The PBE is supposed to be an environment for testing and giving feedback towards the content that will be released onto the lives servers. How come almost everything that has been harshly criticized by many people or is broken on the PBE is released with no changes at all? Whats the point of even having this environment in the first place? I almost feel like the PBE is more early access for things that are most definitely going to hit the live servers the same way rather than for testing and giving feed back.

I main Jinx and own all her skins and personally I don't think PROJECT: Jinx is a horrible skin, but it could be improved to be far better than what was released. I'm still going to buy the skin because it's my main and I swap through all her skins and I play her in 95% of my games but still, Riot got a lot of feedback on how to improve the skin yet it was released in the same exact state as it hit live servers.

Not only project Jinx but even for new champion releases. Plenty of champions were released into live servers being in a completely broken start and later got nerfed and some even gutted. In my opinion, riot should use the PBE for even earlier stages of development than they do already. If they are creating a new skin, they should release an unfinished model into the PBE farther before it is released so riot can listen to feedback (not players creating a skin but simply pointing out flaws) and when they have a new champion they should release it even before its kit is finished to prevent new overloaded champions.

i remember them mentioning that it's more of a bug catcher than anything, and that despite how bugged/broken things are when they come live it's nothing compared to the amount of bugs that get fixed in PBE. Some bugs appear when they come to live due to the different environment or sth and balance can't be taken to heart in a PBE environment due to it being too different from the live environment as well.

PBE cannot be used for balance because it's basically fucked in every possible way for getting useful data. A Lissandra skin on PBE means there will be a glut of people playing Lissandra regardless of role or comp, which means the games with and against those players will be useless for telling how good or bad a champion is. This is the same for basically every champion with any form of balance or cosmetic change. Even worse is most players will not be mains or people with many games on the champions, so a champion like Irelia or Akali with a extremely high skill cap will look worse even if every other part of PBE worked like live.

PBE isn't and cannot be used for anything but bugtesting. There's not enough people, so the matchmaking can't be any good, so challengers and bronzes will be in the same matches, whatever champion has new changes is being forced everywhere regardless of everything, bans don't exist on Rift to make sure the new thing doesn't get banned, etc etc etc.

Basically, if something isn't making people crash on PBE, it goes live, and that's intended use.
