Personally I use basic AF pencils for art occasionally
Try blending colors. Its honestly easier with crayon (yes no joke) to blend colors but if you use things like dark blue, black, orange, something that's going to be a deeper/complimentary color you can get the depth you need. Lets you create some shading, though be aware that with colored pencils you want to start light and go darker. Its pretty hard to get black out if you've already placed a lot of it on the paper, so once you start putting a darker color on be prepared to commit.
The nice colored pencils you can actually physically blend with your finger, but if you're using cheap stuff you can just apply layers of different colors. I'd use the pencil lightly and slowly get darker as you head forward in the process.
Also regardless of medium, have an extra page or something where you can test your colors. You want to just start placing colors on this blank sheet in order to feel out your pallet. Practice blending them there and once you find colors that are right for your piece, place them to the side. Once you know the look you want and can achieve it makes it a lot easier.
Honestly Crayola. If you soak them in salt water for about a day or 2 to REALLY let the mosture get in they go on like butter and get really rich in color.
People usually say only water but the water doesn't retain like with salt water does.
Also soaking them in baby oil but that can get messy.
