Riot, can we consider lowering the cooldown on Soraka's W level one?

Hi Riot and all.

In 2015 Soraka's W was only on a four second cooldown. This season (S5), I was a Soraka one trick. I managed to peak in master tier. Shortly after I fell out of it because I wasn't good enough to stay in, but I remember vividly something that also hurt me tremendously in trying to get back.

Riot, you DOUBLED Soraka's W cooldown level 1 from 4 seconds to 8 seconds. It has been like this ever since. I always questioned why you doubled it instead of increasing it to six seconds.

I am asking for Soraka to be reconsidered and the W cooldown to be lowered to 6 seconds instead of 8. If we're worried about Soraka's poke presence, we can remove damage from E and lower the W cooldown so that we can compensate -- I think Soraka's kit is thematically better as a healer, not as a poking machine. Besides, she has Q for poke, it shouldn't be E -- E is supposed to be a big anti-gank defensive cooldown.

Now that Morel_LOL_ lo is no longer around to ruin Soraka, how about we un-fuxxx Soraka's W and make it just cost mana? And before nerds who never even enjoyed pre-ruination Soraka starting crying, we dont need an armor buff on Astral Blessing -- it can just heal. And it can't be self-cast.

Give Astral Blessing a longer cooldown, but, make the cooldown reduced when Soraka hits enemies with her Q and (new) her E. So that in effect, it's similar to Taric's old Q -- long cooldown, which is shortened when playing more aggressively so that Soraka isn't quite so "OMG I UNDO UR TRADE EVERY 8 SECONDS LOL" mindlessly heal-botting.

And we can do away with this "SORAKA MUST ALWAYS BUILD WARMOGS OR BE USELESS (in ARAM)" stupidness.
