One of the concepts that the systems team is kicking around is the idea of having more mid-tier components with baby "insert scalable mechanic here". Bami's Cinder is a, imho, successful product of that. I don't want to steal her thunder, but Reinboom is trying some neat on-hit oriented stuff with Recurve Bow that I hope will work out too.
That said, I think there is merit to the idea of a baby essence reaver, but there are more fundamental challenges to making that item feel good. Part of what a baby ER does is smooth out its build path - one of the issues I have with ER is the lack of mana regen on the way to the main event.
Then the challenge is, well, is baby ER to ER good enough (ie, is going from lesser mana on hit to less lesser mana on hit)? Maybe not, but we can investigate making ER have more interesting and masterable gameplay.
The fundamental question that lords all ER's is whether unlocking mana gates with baby ER is something we want for the game. That, we need to debate more internally about.

Riot says they deliberately will not make an item like that because it would make Talon, Jayce, Pantheon, Lucian, Ezreal, etc., super obnoxious. AD casters generally are supposed to be mana-gated early on, and giving them an early means of countering that? Sorry, can't happen.
That's why Essence Reaver has to have such a crappy build path: it's on-hit effect is godly for AD casters.

If they were to do a Mini-Essence-Reaver, here's what I'd like it look like, and the build path for Essence Reaver to be:
Soul Sickle -
+ 390G = 10AD, Unique Passive: Basic attacks restore 3 mana on hit.

The Mini-Reaver, or Soul Sickle as it was called when it was briefly being tested on the PBE (not this version, but a nearly exact version of the Essence Reaver with lesser stats), would have to have pretty lackluster, yet decent stats to be the price it needs to be to maintain the full price of the Reaver without modification. A flat mana gain on hit is the best way to balance an item like this so it doesn't become overly powerful or abused on champions, as this would ensure that they'd have to remain in combat attacking for quite some time in order to regain enough mana to refund some of their spells.

Essence reaver is already pathetic, the passive is just crap.
Essence Reaver is such a worthless noob trap but something as simple as this would make it 100% viable on several champions. Support.

How about item that converts x% of damage taken into mana? That way Ap junglers could use it also & it would be suited more for tanks

What about the baby version only restoring mana from basic attacks against champs and jungle creeps? Junglers would still get the benefit, but top laners and ADCs would have to do some serious AA harassing to really get any mana back.
Is there even a purpose of Cinderhulk passive? I honestly just buy other upgrades on tanks. Only thing good on it is that 25% health but not sure how that is suppose to work. Does it give you extra max health of your own base? Or of the item's health?
