Even if they did, that means you are throwing two meeps of damage but not of Slows, which is what you would ideally want because Bard's Damage is mediocre at best.

He means it will deal three meeps worth of damage in two auto attacks (when sated), but you will only apply a slow for the latest meep hit (the slow duration doesn't stack.)

Bard jungle is actually good. His first clear sucks, but once he gets his first item completed, he becomes very effective. He has some of the best ganks in the game thanks to magical journey, his Q, and his ult. Plus the chimes let him roam the map fast as hell.
