Can jungle be balanced for new players as well?

I was playing a bot game on my smurf with a friend that I introduced to league and I wanted to teach him how to jungle. After I took Gromp, I almost died to blue. Even though I was playing eve, It took me so long to kill blue to the point where gromp respawned and I was still level 2 lol. Clearing the jungle could've easily been accomplished with runes and masteries.

But what I'm proposing is that if the team does not have a level 30 and their combined summoner level is below lvl 20, the jungle damage should be lowered by half OR the jungler should deal 150% - 200% of their damage to the jungle monsters for the first 5 - 7 minutes of the game.

True. I agree it is rough for new players to jump into the jungle. It has always been hard. But the game isn't balanced for level 1-29.

I was still learning the mechanics of just being a decent ADC and support the whole 9 months it took me to reach level 30. (And I still suck shit at non-Braum tank champs.) Being a jungler is just too complex for anyone pre-30 to even consider doing. Learn other roles and lanes first; once you become decent at mechanics and such, you can try figuring out the jungle, which is I think the hardest role in the game.

A jungler's first clears are really all about having good runes since Machete gives basically no stats compared to any of the starting/Doran's items, so having a good rune page is essential for the early clears until you complete an enchantment on your upgraded jungle item.

Eve has one of the slower clear times in the game.....

Also, if the changes you proposed go through, what is there preventing me, a diamond jungler, to create a smurf and just go 20+ kills without dying and ruin the experience for other new players every single game if I can clear jungle easily?

well, I mean, what's stopping you from doing that anyway? The way I see it smurfs wouldn't be getting much benefit except against people almost completely new to the game, but then you'd be stomping them regardless
