Lower cooldown on draven's q ;)

I can already build enough cdr that i can have a q up 100% of the time without catching any axes... Its just that the timing is so close i have to mash the button. Lower his cooldown by half a second plz. Qol buff. Thank you for the new items rito.

Or not. Its cool. Playing adc is so much better nowadays. I could build yomu's and that would do the same thing....but what i really want is another infinity edge, if you know what i mean ;p.

So if you could take about .1-.5 seconds off of his q that would be great.
