Can we throw Master Yi a bone now that he's had a <47% winrate for half a year?

There's not much to it, his numbers are too low since the removal of devourer, fervor's nerf, his nerfs before the removal of devourer, and the changes to the jungle. He was hit hard in quick succession and he needs compensation.

A lower cooldown on his meditate or lower mana cost on his Q would be nice. 110 mana for an ability that he's pretty much expected to use for decent clears is a bit much, often leaving him unable to use his W or R and letting him use his Q only a couple times on his first clear if he starts red, leaving him with nothing but AAs for the most part.

His base stats also leave something to be desired. His AD, AS/lvl, and AR/lvl could all be better. He could also potentially be balanced around AD by slightly improving his AD ratios. This would increase his influence on the game without allowing him to just stack on-hit effects and a couple tank items.

I think he would be a really easy champion to balance a few numbers and get him back into action. It's been a very long time since he's performed well and it's a shame because all he needs is some extra numbers since he lost so many over the past year or so with all of his core items and masteries being nerfed or removed.

Riot has constantly stated champions that bring only damage and little to no utility are the hardest to balance because they either roll over people or they don't.
