I don't think so.

If you have enough time to fully stack it in a teamfight then you would have still done massive damage with a different item instead. He also overall just doesn't synergize with the item well.

The item gives his 100+ ad per stack late game...

Even if you get 3 autos thats 300 extra ad from a single 3000 gold item.

Thats just broken.
