These champions haven't been competitively viable for a very, VERY long time, like nearly a year and a half (even longer for Nasus)
Of course they're going to get buffs. There's no reason to pick them in competitive play when top lane is starved because of lane swaps and there's no reason to pick them in solo queue when Riven/Irelia/Fiora do everything better

A year isn't a particularly long time for a game that's over half a decade old, and those 2 champions have frequently proven themselves on the competitive stage: so it's not like they don't have the right tools to work or they couldn't work at all.
I wouldn't call either competitively non viable either. Not being one of the top 3 meta picks and super-popular isn't the same thing as not having the tools to survive in the competitive environment.
