he has almost 0 toxicity in his kit the real reason of why he is kept weak is because he counter and

I can't see why his counter ability would be reason for him to be kept weak. Actually he does really well against other melee champs. Its high mobility mages like Kassidin and Leblanc who shut him down. And he doesn't fare much better against adc's. Vayne has a knock back, miss fortune has a slow and speed. Any champ with a descent amount of mobility can handle garen.

If you run CDR glyphs then you are sacrificing MR for CDR. Also I don't know how the hell you are builiding him to get 40% CDR! At most 25% without runes.

My normal build is item 3068 item 3065 item 3143 item 3111 item 3071 item 3083 this is not in order but even if you take item 3142 instead of you only get 25% from masteries,Spirit and Youmu's

With MR Runes

Runes: 27 MR at lvl 18 Masteries: +5 MR Base MR :@ 18: 53.4 MR 27+ 53.4 + 5 = 85.4 MR 20% from his courage passive = 17.08 Total MR with runes = 102.48 MR at lvl 18 with no items

Without the MR Runes

Runes: 0 Masteries: +5 MR Base MR :@ 18: 53.4 MR 53.4 + 5 = 58.4 MR 20% from his courage passive = 11.68 Total MR without runes = 70.08 MR at lvl 18 with no items

102.48 - 70.08 MR = 32.4 MR Loss That's nearly an entire item 3211 . The loss only grows the more MR you build as his passive works on total MR.

Garen's Job is to tank, I don't find runnning CDR Runes are very beneficial unless you're against a full AD team.

Why do they counter? Zed counters everybody and Lee Sin...Everybody says he's overpowered for some reason but idk. There's also that rare time somebody sucks at Zed...
