It's not "low elo" according to Riot's system and compared to most of the player base. Elitists gonna elitist yo.
Isnt it subjective? For challengers everything under D1 is low elo. For bronze, everything silver and above is high. For plats, Dia and above is high elo and gold and under is low elo.... Only person who can look at it objectively (basically who isnt ranked anywhere) can really tell what is low, what is high elo. Plat elo is top 10% of playerbase, so statistically, its high elo.

Look at tiers as grades: Bronze - F Silver - F Gold - D Platinum - C Diamond - B Master - A Challenger - A+
Being low elo and high elo is all relative to the player. It's not about a Challenger being Elitist or a Gold being a noob.
To a Challenger a fucking Diamond II is bad lol, but to Silver a Plat is good.
gold is still low elo. Plat is when people begin being legitimately good. Gold IS above average though.

Plat is mid elo if anything since it's in the middle of the ladder, but no one listens to anything. They only go off the player base that is seen in each one. If you aren't part of the like 000000.1% top then no one seems to care.
I like to treat it like a shounen jump anime. Bronze=normal citizen Silver=grunts/low level citizens involved in specific skill of the shounen(fighting, rollerblades, card game) Gold=Where the main character STARTS or their first boss enemy's power level Plat=Where everyone gets serious about this skill in the shounen Diamond=Those new characters WAY late in the shounen that are really strong and help train the main character EVERYTHING AFTER=Final arc bullshit power levels
Plat is low elo...people in this elo have no idea about micro game
They dont know how to close a game
They dotn know what to do after a team fight
And many times you would see in plat elo that people drag games more and more
Everything bellow diamond 3-2-1 is low elo simple because diamond 5-4 is the hell of riot which is full with boosted players one trick ponies girls who just pay or "fuk" someone to carry them in diamond 5 0 LP "Janna mains" people who are hard stuck at diamond 5 0 LP and simple dfont care any more

only my opinion about this:
Low ELO: Unranked – Gold IV
Mid ELO: Gold III – Diamond II.
High ELO: Diamond I. – Challenger
The players:
Low ELO: For the most part beginners or come-and-go players with relatively low general game experience, clumsy mechanics, bad attitude towards improving
Mid ELO: Experienced playerbase with a solid game knowledge, decent or good mechanics, mixed mentality, mostly with high interest of improving further.
High ELO: Naturally talented and/or players, who have invested a lot of time to know most if not every aspect of the game. Very good mechanics, very wide game knowledge, mostly healthy attitude and high interest.
The game:
Low ELO: In this region the main focus is of getting to know the game, from the very basics things to the general game flow. This is the ELO where you are getting familiar with the roles and start to main certain champions and have 1-2 champion for each position.
Mid ELO: I think for the most part, this is the ELO where you are dealing with game details. You are searching for options where you can improve. Here you lay brick by brick and get better by knowing more and more of the fine nuances of the game. You have more routine in mechanics, especially those which are more difficult to pull off. You take into account things that might occur even if unlikely. You think in 3D about the game and think more about macro play than just "winning your lane and snowballing". Also in this ELO you become more proactive than reactive and you'll anticipate things before they happen.
High ELO: To put it very dumbly, basically in this ELO you have mastered the game. Sure there is always room for improvement, but basically you know everything you need to know and you mechanics are on top. It is essential, that you are up-to-date in the meta and champion select and having a team strategy becomes more important. For the most part players stick to 1-2 roles and try to perfect them, they are not trying to be good in "everything with everyone". Usually high ELO players practice a lot - they have to. In my opinion - unless you are extraordinarily talented - reaching high ELO, keeping the status or even progressing further is insanely difficult and requires you to sacrifice an unjustified amount of time and social life. Therefore many players who play in High ELO are no casual players anymore, lots of them are streamers or even professionals.
I think ANYONE out there, who is reading this post should be able to reach Mid ELO sooner or later, just by casual play. Simply by practicing and getting to know more and more about the game you will sooner or later come to the point where you are a solid Gold player. Still I see people struggling for years in low ELO, but this is mostly due to 2 facts: Your attitude is super-bad or the game is too casual for you and you don't think about it too seriously.
As for High ELO: So if you are trying to tell me, that reaching Diamond 1 is "no big deal", than you are either super-talented (good for you...) or you have most likely already invested a minimum of 3-5 years in the game, mostly playing A LOT on a daily or weekly basis. So spare me with comments please. :-)

It's not low elo, but it isn't high elo either. It's average or ok-ish elo
Why not just cut ranks in three part ?
Low ELO : Bronze Silver Gold 3 4 5
Medium ELO : Gold 1 2 Plat Diamond 3 4 5
High ELO : Diamond 1 2 Master Challenger

Then if it isn't explain me why you guys don't know what happens at lv7, which is basically playing mario kart without knowing which button is the accellerator.
Also explain me why me, a semi-ex washed up sliver player, now bronze V, can manage to DUMPSTER every single one of my diamond 5/plat friends EVEN IN ROLES THAT I DON'T MAIN (i main jungle/adc/supp, and i outclassed in several occasions many of my friends who main top lane), i also coach them on a regular basis since they wander in the dark without my directions, also when we play together i have to shotcall every single move especially to correct their own shotcalling. (Hint: they never let me win on purpose)
