I know that Teemo is just a troll champion that has "no role in today's meta" bla bla bla...

BUT CMON RITO!!! Teemo has been so bad for basically the whole history of League of legends and so much so that I rarely see him played, even as a troll pick!

or are much better picks for trolling and he has really low damage even though he's a marksman!!! I think that Teemo deserves buffs like making his poison deal % health damage and increasing AP ratios on his E ability.

Being the filthy Volibear main that I am, I may hate teemo... but I understand the struggle of trying to get people to care about an unpopular/underplayed character.

I don't think he ever was broken.

but your request is for him to be buffed in an outrageous way, seemingly for the sole purpose of making him as-strong or stronger-than other marksmen, some of whom are outrageously broken in the current meta, or have been in the past.

contrary to many opinions of him, I find that teemo is neither under-powered, nor extremely frustrating, as some would claim.

The last time Teemo was broken was back in season 1-2, also through some of the beta Teemo has gone through some massive reworks in the past. Yes teemo is actually quite useless unless he gets ahead and he's smart. He just doesn't have any thing that benefits the team except mushroom vision and his q... also the fact that he's teemo so players get tilted the moment he's picked lol.
