Clarity buff; Decrease cooldowns upon use

Clarity, most people won't have used this summoner spell in years. It refreshes mana, which is a good thing - one however rarely gets into a situation where you suddenly need a vast amount of it. For lane sustain teleport seems to be a much better choice.

I thought of ways to improve Clarity. Making it refresh your cooldown by a certain amount feels like a fitting feature. I started by considering a flat number, but it soon would become clear that this would be broken (Annie....).

However reducing your non-ultimate cooldowns by a flat percentage feels like a fitting incentive to take this spell. I'ld suggest 14 +2*level % of each non-ultimates cooldown AFTER normal cooldown reduction is applied.

I think it's an interesting concept, and I do like that it creates some amount of ability to use it to outplay an opponent by suddenly having a cooldown back up when they don't expect it. But I still don't think it'd be used at all. The value is so much higher for things like flash, exhaust, ignite, teleport, heal, and even barrier.

I personally use clarity, and I have tried to think of how it can be buffed. Like you I thought of a instant percentage cooldown refresh. I never thought of having it scale with your level. That's a really good idea.
