Like his sole purpose in a game is to be that one guy who pisses people off and makes the game annoying. Litterally nothing else. Same with Nunu. Considering the champs you release lately i dont think it's hard for you to get rid of old designs and give new kits to champs like this.

Oh I meant he was literally the very first champion designed, like how Rhydon was the first designed Pokemon, Singed was the very first and original champion concept.

He was the first champion ADDED yes, but he was also the first DESIGNED, like he was the original champion design to be worked on before all the others. It is like how Rhydon is number 112 in Pokemon, he was the first one given concept art and served as the basis for the the rest of the game and its ideas.

Not sure where you guys are getting this info because he wasn't featured on the LoL site before beta started but champs like Alistar and Annie were.

According to Steve 'Udyr' Mieczkowski, Singed was the first ever champion to be created in the game.

Original 40 includes him and other beta releases. When Singed was added he made the roster 18 champs.
SEKAI3 votesSinged's entire kit is so unique and has worked so well together as a package, it has become an icon of sort already. In fact, it doesn't seem like Riot has that many extra plans for him, given he is placed in the "Specialist" champion class, which is basically the place where champs go when Riot doesn't attempt to put the champs into the general champ class design and balance scheme because they're too eccentric and unique to be put into them.
At most he would probably only receive some minor reworks to shift things around (like what happened to Nidalee, another Specialist champion), otherwise I wouldn't expect too much changes that would go into him in the future tbh.

Thats what we call a "rework". You might heard of it as few champions got reworked already. Some day it will be time for Nunu
