You can punish him the whole laning phase, but if you can't end the game by 30 min because of your stupid botlane, he will be able to kill you (4-1-5) while being 0-6-0 under your own tower. Riot won't fix this because they like to have broken champions in their broken game. Same goes for Illaoi btw...

At least with Illaoi you can dodge her tentacles, which do 90% of her damage. Nasus just uses Wither to make it literally impossible to run unless you're someone who can break slows like Garen or have Swiftness boots and Dead Man's Plate, and then mashes Q with their forehead until you die.
