Talon's basic attacks deal 10% increased damage to enemies that are Slow icon slowed, Stun icon stunned, Root icon rooted or Suppression icon suppressed

is this ashe mode passive? stupid passive that early game vs cc`d targets is like 7-8 dmg per hit and late game 40-45 maximum.

Updating it to any CC would be kinda nifty. But... Most passives aren't actually that powerful.
