How Riot can make Garen great again: Garen Mini Rework to be the symbol of Hope

First thing is to make his E actually feel good to use early game. Believe it or not but maxing Q before E is better because of how crappy his E is right now. These E changes listed below are not going with his current villian mechanic.

"X" is a placeholder.

New E: At rank 1 his E lasts 2 seconds and deals 4 spins, every rank adds 0.5 seconds spin duration and 2 more spins ticks, capping at 12 spin ticks and 4 second spin duration. At levels 8, 13, and 18 he gains 1 more spin tick for a total of 15 spin ticks over 4 seconds. His E cooldown is changed to work similar to Rivens Q.

New Q: No longer a silence but cancels channels and adds the previously used spell X seconds on its cooldown. If the spell is a reset it just puts a short cooldown for when to use it.. If he Qs Darius and Darius used R last he can't cast R for X seconds implying he got a reset. If no spell was used all game then the opponent should learn how to use spells.

New W, no longer an active but "activates" when taking damagr for 2 or more seconds causing Garen to take heavily reduced damage for X seconds and keeps refreshing the duration while taking damage in combat, max X seconds.

New R: no more villian gimmick, Garen gets a "hero" buff on himself once he has a point in his R. His R now gives Garen a buff for X seconds on killing somebody with his R causing Garen to emit an aura for X seconds giving all nearby minions a Baron type buff but from Garen as a Hero. Stacks with Baron. For every kill Garen gets with his R he gets a non game affecting buff that tells him how many foes have been smited by his R.
