All other AP item's don't have 100 AP. There's a pretty substantial range in items providing AP fro 5 to 162+
Also - it's worth considering the average game length is ~33 minutes and the average per-player income is almost exactly ~11,000 gold. Works out to roughly 3 major 3k items, 1k in boots, and 1k in the bank when someone's Nexus explodes.
If you get RoA at the 10 minute mark it isn't offering 120 AP until the 20 minute mark, and thus isn't at max-power until the last 1/3rd of the game. Due to that particular factor: you're also pretty much incapable of purchasing RoA as anything but your first major item. And if you can only purchase an item as a 1st major item, it better be worth it or nobody's buying it.
As pretty much the only choice bulky champions have for joint HP/5 and MP/5 in-lane with Catalyst, it also should be worth it as it's filling an important niche for mana-hungry tanks/tanky DPS leaning towards the AP side.

Yeah, and that's actually another weakness of RoA. To maximize its effectiveness, you have to rush it and that often comes at the expense of upgrading boots or other nice adaptations.
Because ROA is the only ap item that has to stack to get the full benifit of it's stats. Only close item to something like that is the ad item Manamune which stacks mana to be able to upgrade it.
Other AP items don't require 10 minutes to stack and most of them have some sort of valuable active or passive.
Because you have to wait 10 minutes for it...after spending all of laning phase getting the money for it with minimal investment in offensive stats.
