This is probably the most accurate response. Lux... even a heavily buffed lux... is still an immobile, squishy mage with highish mana costs and longish cooldowns who can miss all her spells in a fight and accomplish nothing. Now realize that every champ these days is some kind of mobile damage monster with a ton of utility.
It's not just that everyone prefers the manaless AD caster types (Although they do if pickrate means anything) it's that people aren't going to jump to something else because even with that "overpowered" buff, Lux is still one of those things they don't really make anymore... A balanced champ with flaws built into her kit and design. They don't wanna play her and spend all game getting "outplayed" by a guy who is just spamming dashes and then jumping on them with nothing they can do to stop it or survive it.
People aren't playing Lux because so many champs these days give her a hard time due to her immobility and frailty. Almost every champ these days has a freaking dash and either burst or strong sustained damage and the ability to stick to people. The most popular midlaners all tend to give her a lot of trouble too. They buffed her for a reason... the game is making her flaws bigger and bigger and she's frankly pretty weak. All she really has is her range, and she's outclassed in that these days too... what with Xerath being able to hit you from his base. [slayer-jinx-unamused]
Lux is really strong if she gets her items. She can melt teams if she's allowed to thrive. Honestly the buff they should have given her was not the one she got. They should have reverted the shield changes because tbh that shield change was pointless imo and just a reason for them to try to push her more as a support while weakening her mid lane. One thing they COULD do to make her more reliable is give her a reset mechanic like other champions are getting, but not on her ult. On her Q or W. Imagine if for example, every passive she hits reduces the CD of her Q by 1-2 seconds. This would make her a bit more slippery. Of course I wouldn't suggest that without nerfing her scaling, because she's insane if she isn't shut down. And nothing feels worse than when a support locket/redemption/ability shield's a Lux when she's nuking your team and about to die.
