18~20s on those spells at first ranks, 10s is absurd, make it so she actually has to land her Q to have presence in lane rather than mashing E on CD on her enemies or adc.

janna still has a 61% winrate, uping the cooldown on lulu's shield will make her do more damage because they got to transfer some of that power

If you mash E on CD you will run out of mana, I don't care how generous coin is being.
