I noticed this for a little while now that her condemn can crit at early levels.

It's happened a couple of times though I haven't played against a Vayne recently but when is this going to be fixed?

As far as I know, its always displayed like that when you get stunned into a wall, and I've played for a few years now.

vaynes e cannot crits its like a single target gnar ult if they hit a wall they get stunned plus extra damage and if just being hit by it shows the crit thing then that's just a visual bug

Is it coded like that similar to empowered spells?

As said above, it's just there to show that the target got pushed into terrain. Lots of spells will show the critical graphic for special effects. Some examples are Karthus' Q when hitting one target and Anivia's E when hitting a chilled target.
