Riven's just able to abuse the new Keystone at the moment which has multiple nerfs on PBE. Vayne's Q was just overtuned from the crit interaction change, and is getting nerfs on PBE.

Idk the new keystone is really situational on her; im guessing her WR will only drop a little after the nerfs

Because being able to apply a large shield scaling off % max health every 30s easily is a bad idea? Even if Riven herself is perfectly balanced?

Riven is balanced. Courage of the Colossus isn't. As expected from a tank mastery.

You should give her a try and realize that you'll need ~300 games to be decent with her.
