Item that puts minions in stasis for a clear skill shot path?

Hear me out. A lot of mages have skill shots. This means sometimes they have to work really hard to get a clear shot without minions blocking it.

Now riot wants to make a new 20 percent CDR item soon. So I was thinking of a utility active they could use for mages on that items.

Once the item gets activated, it would produce an AOE like the shape of MF ult, that would put all minions, excluding champs, in a stasis for 3 seconds. That way, the mage has a 3 second window to get a clear shot at target.

They could even change active to the minion stasis effect and give it more range as the current active seems useless.

Would this be op overall? Its just sometimes you can't get a skill shot off in those crucial moments when you really need to and you are surrounded by minions.
