Okay so why isn't he popular, let's look. Rammus has a kit that works well to counter ADCs, so he would insanely powerful if picked when ADCs are stupid strong. Rammus is not getting picked, but the most popular picks in the meta are things Jarvan and Lee. So what does that mean for the truth of the situation?
