@Meddler @RiotRepertoir Why does Volibear use Mana when Garen doesn't at all?

I know you guys normally don't like comparing champions, but Volibear and Garen are INCREDIBLY similar and even have similar playstyles, yet for some reason Garen doesn't use mana and Volibear does.

Both have regen passives

Both have move fast then CC moves on Q

Both have a 400 range single target execute (Voli's W and Garen's R)

The only real differences are that Volibear likes to hit them in the face and Garen likes to spin on their corpses

I really don't see how Volibear, who has less options to do great things and scale into the late game, has to use Mana when his spinning counterpart gets better scalings and doesn't use mana.

Obviously Voli is more magical in nature. Mana is a representation of a well of magic within you.

And before you ask, here is an explanation of why resource less mages are resource less.

Katarina - She doesn't do anything magical, hence her AD ratios. She throws daggers, spins, moves fast, and throws a lot of daggers.

Mordekaiser and Vladimir - Health costs make sense here. Mordekaiser powers his mace with souls he has collected. Their life force is a part of him, so consuming them reduces his health. Vladimir is a blood Mage, he uses his own life force as mana.

Mana is a representation of the limiting factor a designer chose. Any arguement you could use for Mana flies out when you consider Olaf or Darius (or Caitlyn, Graves, Jinx, etc.).

The main reason is likely to limit Volibear's executes and Q's, as unlike Garen his execute scales on his health and is on a basic ability (and thus a much shorter cooldown)
