Again why are we buffing no counterplay BS that out trades champions without having use her whole kit and relies on two undodgeable spells.

...And Viktor's first Q and E being basically instant such that an extremely high tier player can't react to it is fast.

The only buff LeBlanc has is her E (and by extensions Mimic'd E) is a slightly faster skillshot. And the buff doesn't change much: if LeBlanc dashes in first she can still easily land E like on live, just if she uses E at a distance it's slightly more reliable. For the "lol 2 undodgeable spells", because the scripter's script played very sub optimally and made it so A) LeBlanc could not reliably use E ever and thus didn't use it, conserving mana, and B) that the scripter itself was in a bad spot due to always using W (wasting mana) and using W in a non optimal way: should have put it on his retreat path or the return pad which would have been better 99% of the time and made LeBlanc in an unfavorable position all around.
