I'm not entirely sure exactly what number it caps but I know rhunnans + bork is about as fast as you can get before your passive is too slow to keep up.

But just speeding up the game while keeping the mecanic the same actually look like a pretty good idea. I mean, my biggest gripe with league right now is the 1h games (counting queue and lodaing and everything).
