Let Kha'Zix use W mid jump again

Originally you couldn't do it because his W had tons of damage and in general Kha'Zix was broken. Now I see no reason why he shouldn't be allowed to use his W mid air (at least while he's got evolved W, come on).

Also while we're at it make his ult worth while to evolved. One extra second on crappy invis and an extra proc on passive isn't worth evolving. At this point I only evolving it after winning the hunt vs Rengar or because I'm extremely far ahead and want to win in style with a better blacker bug.
