You know, these 
. No reason not to give someone that for champion level 5. Just a nice little prize for the grind, and a way to show off your favorite champion.
And it'd be even cooler if we also got ones for any skins we owned, too. Although they would require a little more effort (as opposed to using the normal portraits which every champ already has).

GenericCereal1 votesIt primarily depends on the length of the match (the longer the match, the more champion mastery points you'll earn), you're KDA ratio, turrets destroyed, etc. Pretty much all of your stats along with a victory/loss, and the time the match lasted will count towards how many champion mastery points you earn; that determines how fast you level up your champion.
A Miss Fortune4 votesI can actually agree with you, I played Evelynn for probably one night and basically got level 4 instantly. I've probably played less around 20 - 30 real games with her, if not less and I don't think It's appropriate to say I've "mastered" the champion and deserve anything for it.
However I've played Miss Fortune for so long and probably have hundreds of games played with her, currently I have 107,660 points with her and have one of the most positively upvoted guides on Miss Fortune, I've mained her and I know every aspect of the champion and I'd feel confident to say that I have mastered her and I think at this point it would be nice to get something like a portrait of Miss Fortune as my icon.

15 games is like mid level 3 or 4, if you win them all. Don't know what you're smoking, but it took me like 40 games to max out Bard even though a majority of those were wins.

InvalidGaming2 votesI think that the reason that they made it so that enemy players cannot see your champion mastery banner during loading screen and mastery emote in-game is to stop people from being afraid or nervous about a champion main in both ranked and normals. If they let you use a champion icon unlocked via champion mastery, everyone would know you were experienced with that champion during loading screen on the enemy team. Just saying. :)
