Teemo needs a slight buff in compensation for gutting his shrooms
Honestly I will play Teemo no matter what, but now that Swifties got nurfed and Mercz got buffed lack of map control starts to show. My proposition would be to slightly empower his passive.
Camouflage [...] When the stealth is broken, Teemo gains the Element of Surprise, granting him 20 / 40 / 60 / 80% bonus attack speed for 3 second. If he stealths for at least two seconds he also gains Power of the Scouts code, granting his next basic attack gains bonus 30-120 + 10/20/30/40 % AP magic damage.
So that he has more ambush ability. Honestly when comes to stealth abilities, Teemo's is the healthiest in the game, so why not push him int this direction a bit. Or, we could do like this, kind of like Garen passive upgrades with levels:
Camouflage [...] When the stealth is broken, Teemo gains the Element of Surprise, granting him 20 / 40 / 60 / 80% bonus attack speed for 3 second. On lvl 11(16?) Element of Surprise unlocks, granting Teemo half the bonus on first basic attack against enemy champion, with 10s per-champion cooldown.
To push him more into right-click Teemo lategame. Compared to AP Teemo, on-hit Teemo is both healthier(because his enemies don't run into random 60% HP mine), and more satisfying to the player (takes more mechanical skill, and you don't get as easily denied with sweepers).
TL;DR I know I won't get any buffs for Teemo, only downvotes for this post. But hey, I'm in 15 minutes of queue, don't blame me for having stupid ideas.

deals shitton of damage, yeah, but it stops working around P5 because nobody will allow you to shroomtoss when it will really matters.
