For example caot and Lucian now. As a draven main I per ma ban cait because I just can't deal with her, and overall she is op as hell. She is in half my games so why not. Why in the history of lol were ADCs never banned above 5%? I remember jhin and MF destroying too

Eternal Torment2 votesbecause adc's have the most counterplay of all roles in league, they are barely banned because people will shit over them late regardless of how their adc will feel against said enemy. ecspecially in low elo people mostly only care about what they as 1 champion can do, not what their team as 5 champions could.
long story short, people underestimate adc's too much, that is why they never get an extraordinary banrate which decreases the higher in elo you go.
EDIT: some adc's may be strong, but no adc will ever be truly op ecspecially in this meta where tanks and assassins are the norm. adc's are strong, no doubt to that, but they always have the meta like a leash around their neck keeping them in place just enough to not break the game
