I still buy them on tanks all the time. Stacking is some great adc damage reduction unrelated to armor.

People are just overrating movespeed way too hard. To the point where they nerfed Boots of Swiftness multiple times not because they're overpowered but because they're that fucking popular.

Don't join the movespeed hype. Ninja Tabi still have their niche. So do Merc Treads (and yes, I still bought Merc Treads even before the buff to the tenacity.)
