You have crit mandatory, %armor penetration mandatory and then sometimes armor pen items like item 3142 item 3147 viable on Jhin when it's broken

Now this patch lethality is back to be built on adc, i saw a mf going youmu+duskblade+black cleaver+ldr and destroyed our entire team with her ulti I expect either lethality to be nerfed or the adc building it to be nerfed to ONLY build crit (like nerf mf and increase her crit on her ulti, same for jhin)

My issue is since 7 years it's the same, our items are the same everytime the only thing that changed is we choose which zeal item we want, and which last whisper item we want though ldr will be picked 100% of the time unless vlad or soraka is in the enemy team

So i'm asking, why the marksmen rework didn't fixe this? the answer is on-hit-effect

ohf is never used on marksmen except 3 exceptions: lifesteal on everyone because it's gamebreaking, item 3153 on kog and item 3042 on ezreal the issue with league ohf is that whenever they are strong we have abuser like KogMaw or when it isn't in the marksmen class champions like Shyvana

Solution: make on-hit effect a unique name on every on-hit effect item item 3748 item 3022 item 3091 item 3153 item 3072 item 3071 item 3115 this means you're no longer allowed to get two of those effect together item 3022 cost decreased to 2800, health decreased to 500. We have to fixe frozen mallet because it's garbage on 99% of league's champions. Frozen mallet passive is too strong and riot's decision to balance it, is to make it too overpriced for 700 health something that a lot of champions don't need. The changes aim to make frozen mallet more accessible on ANYONE at the price of losing an other strong on-hit-effect like item 3153 or item 3748 item 3071 on bruisers

item 3091 increase the number of stacks to 10, but steal 1/2 of the shred value (max shred increased to 50 from 25, bonus mr= 25 unchanged) the niche of this item is a strong combination between a magic damage and high attack speed like on Kennen (who has become a marksmen 4 days ago)Corki KogMaw Ezreal BUT ALSO a support item to bruisers that want to help mages in their team like LeeSin who can buy it if his mid is Kassadin

item 3153 remove lifesteal, decrease the cost to 2800 gold from 3400, bonus damage changed to 4% current health+8% bonus health SAME THING, riot wants to balance this overpowered item by making it overpriced like frozen mallet. I say we have to not make it overpriced while making marksmen thinking twice before buying it, how? well if you buy it now you will lose an other strong on-hit-effect just like frozen mallet or item 3091 on KogMaw this means you have to think about buying it against squishies as the passive becomes worthless The removal of lifesteal is because this should be BT things

item 3072 lifesteal increased to 25%, lifesteal is disabled if an other on-hit-effect name is built

item 3071 cost reduced to 3100 from 3200 item 3748 cost reduced to 3100 from 3500, same logic than frozen mallet

item 3115 passive damage AP ratio increased to 35% from 15% item 3124 cost reduced from 3600 to 2600, all passives removed new passive: Allows you to attack 2 times each 6 seconds applying on-hit effects twice (also applies critical strike) the second hit deals 50% of your AD if melee, 25% of your AD if ranged

item 3031 %bonus crit damage reduced to 35% from 50%, AD increased to 85

goals of those changes=increase diversity with those changes i can assure you that every single marksmen in league will have a dynamic build path that isn't held back by "this item is garbage you can't build it", but also applies decisions to which on-hit-effect we have to choose

**"But i'm a bruiser, and X change is going to ruin me because i can't build this and this at the same time" **

then you get a compensation, i'm sorry for your champion but league will be in a healthier state with this, and even when i think about bruisers i don't think you like your item 3022 item 3748 held back because of being an overpowered on-hit-effect and because ranged champions can abuse it without costs

what marksmen need is more than just stat stick items, this makes it too hard to differentiate their items between a low-range caster like lucian and a long range champ that wants to play safe, like tristana

i really think crit needs to be neutered; other alternatives should exist for high DPS without making it burst. no more stacking it to 80%, we can do something about yasuo and ashe after the fact.

shit that lets you operate with a little more safety at the expense of some damage, so that you can save yourself from that vi if you play right. and then we can finally do something about supports and their bullshit

The ADC items can see a lot of use. I think it is more an issue that some ADCs are woefully under powered at this time. I felt the marksman item update was very successful but that some ADCs have become sub-optimal over time due to nerfs or changes that inadvertently nerf them. All the items are very powerful with the right champion but some of those champions are not strong at this time or are weak in the current meta and need a shift in meta before they can see play again.

I think, to balance Marksmen. Make 3rd LW item that penetrates Total Armor for ranged and make lethality items melee only.
