"Wtf why you walking back to fountain? Are you seriously going to AFK?"
"Riven started a jungle camp and teleported to tower level 2, I'm not allowed to lane anymore."
"Oh"
"Wanna play Yahtzee?"
"alright"

I use that level 2 riven strat also. But truth is if you notice her missing when minions start entering lane. Push up so you can get lv 2 as fast as possible and try to shove creeps into the tower so she misses exp, and sometimes you can gain advantage over this strat.

No, she will still have a slight exp advantage and the wave under tower, where that advantage will grow because you can't walk up under her tower to farm those minions because she will kill you. And when she hits 3, she can basically walk into an entire minion wave and chunk the shit out of you because of her aoe CC that stuns minion aggro + shield.
I'll be the first to say Riven CAN be played around, but it requires managing her cooldowns as well as her, which is hard to do obviously. Not to mention if they are good at animation canceling, it's extremely hard to trade back with her given how fast she will combo and jump put before you can reliably put down any damage in return.
The truth is, Riven is great late game and anyone who says otherwise is lying to you out of personal bias or doesn't know the game. There's no reason she should have such an oppressive early game and nerfs either wreck her, which is kind of unfair to the riven player base and buffing other top laners to compete won't really change her level of power since there's only a few top laners who can match her early game power (and those same champions can't match her mid to late game power). Riven is one of those champions that I literally have no answer for and I'm always so back and forth on because one minute she's gone and the next she's back in full force.
Riven? Late game?
How about some JUSTICE to go with that cheese?

You do know that you force the minion wave to push towards you even if there is no enemy champion in lane, right?
Just tank a few minion hits as they walk into lane (before they reach your minions) and they will cluster. Walk into a bush to drop aggro before the waves collide and their minions will typically focus down one of your minions and quickly kill it. After they, the wave will just naturally push towards you.
This leaves the wave near your tower (forcing the enemy to overextend) and negates the experience advantage (since your minions died faster than theirs, they missed more experience than they would otherwise).
You could argue that she might still have more exp than you, but its very recoverable. Start cloth 5 and ward so you can let the wave reset, choose to go a few cs down over riven until you can recover and let your jungler gank her. She is WAYYYY less toxic to play against than she was 2 years ago, and guess what, Riven didnt have even a 60% win rate back then. Yes shes still strong, but shes far from overpowered and many other champions tear her up in lane phase, unless they make massive errors.
the only champs I think can even come close to riven once she has enough levels are jayce and Mordekaiser
Jayce never gets into her range and Mordekaiser laughs at her unless her jungler is around because his shield makes it where he never falls below full hp while dueling
yet even in an even or behind lane, when late game comes around, she can kill your entire team or most of them in one burst if given even the slightest opportunity...not too hard from the fog of war (which many champs can take advantage of, but not as well )
Jayce can stomp Riven, and so can Morde, But if you think those are the only two, I have big news for you. Riven is one of the most skill effected matchups, what I mean is, if someone is really good on Riven, they can beat Most of the champs you think will win against her, But, if you are really good at your champ, you could ruin her. Crazy concept I know, A good Darius can give Riven hell, among many others.....

Is it really backseat moderation if the front seat is empty?

It's not.
Personally, I just pick Sion if I wanted to do that cheese. He does not have to waist 8 seconds recalling to pull it off.
This might just be me, but I've found Renek top vs Riven is a good way to shut her down early since you have nearly as much mobility to react to her going in, and have similar enough CD's that if you dodge her, you have nearly enough time to go back in and do something to her.
