The exact same reasons swain uses his ult is when anivia uses hers. Except hers can be used for an instant double damage spell that will take out half plus your hp and back off.
Why did Anivias ult not get given the same treatment? Yes, the nerf gutted swain, and it will gut anivia too, but she deserves it.

It also does significantly more damage with a CC and enables a double damage ability.
Ratbert2 votesRylais basically gives swain the same cc, and swain has a % damage buff to all his damage on one target as well. It HAS to deal more damage because it doesn't heal her or persist through cc, which swain's does.
Again, different kits and styles give different levels of strength to ults.

The Great Divide1 votesI mean, yeah it does crazy damage.... but to one person.... at quite a close range for a mage. I know it feels annoying, but most mages have so many tools to not be in range of her e..... like ever. This means she has to rely on her q to stun you, and Anivia hardly ever uses her q offensively, because it's slow and the only defensive fall back she has (besides her wall.... sort of).
