Ekko cannot Press R if rooted?

It think you can still EQ as Jarvan while snared, but flag-and-drag works is one of those old exceptions.

Their is one exception to this rule. Though technicality it requires two abilities.

Jarven Can still flag and drag. This is because neither his Q or E actually moves him. They only move him when combined.
