The dude is a troll, but he's right about R; the frost debuff that allows E to "crit" remains a little while on its own, so you can drop R and instantly shoot E and it'll "crit" even if R is cancelled first. The frost debuff is unavoidable that way if you really need to do it like that.

slow-ass moving skillshot a wall that can fuck over your teammates (like a Bard beta) a spell that only deals good damage if the target is chilled and doesn't even cc on its own with meh range that even Zed can outrage an ult that's so mana hungry it makes Gragas look like he's on a diet

The only thing blatantly strong about her is the passive with a 240 second cooldown.
