Bramble vest is way too overloaded for a 900g item.

Both 900g but one completely nullifies the existence of the other. Riot wants counter items, but not when top laners don't even get a chance to build 1 full lifesteal item, or before Mundo can even hit level 6.

hmm the one allow you to sustain against minions and up your damage the other does nothing for you and it just there to counter the enemy that try to drain your HP...so what is stronger?...

This argument would hold weight if the main class that purchased Vamp Scepter wasn't more overloaded than every tank item combined

They did that in the past but you remember what happen with the dragoslayer Pantheon? That riot make that skin and the moment it sell riot "hotfix" GUTTED pantheon...in return everyone was raging about that and riot actually REFUND some skins from players who wanted to stop play pantheon and whole mess happen that time...so now they buff a champion and then all of the sudden a new skin comes

Actually the reason fiora got a buff is because shes a worlds powerhaus - the same reason why ryze got a pretty substantial buff and why lee-sin got a buff.

It has little to do with skins because riot expects these champions presence in worlds to sell the skin.
