What determined which champs are getting what base stat buffs on PBE?

I.e. why are ranged champs like Jayce/Kennen getting armor and hp, while bruisers are getting only armor but more than Jayce/Kennen

Is it based on what runes the champions take currently ?

Part of the base stats choice is the rune pages taken on a specific champion (this is why Tahm/taric for example got huge AR boost)

Everyone is getting base stat buffs based on the runes they would have taken in the old system.

Junglers are getting a little extra armor as well.

For the longest time, the meta was determined by whatever the top pros wanted

Roughly based on what the champions run in runes.

Since Kennen and Jayce have some use in mid, they're getting half and half (most half setups run 5 HP/lvl and 4 armor). Pure midlaners are getting all ~216 HP/lvl added to their base stats, ADCs are getting like, 8 AD and 9 armor, and some tops are getting +5 damage on spells at all ranks.

That's from what I've seen.
